Here is another triage article that I thought might help as a quick share for Support and Customers to review if a similar issue is encountered.

Use Case:

I downloaded the mobile app "Oracle Fusion Self Service Procurement Mobile", I've set up the settings (host, ssl enable, sso enable), then I've logged in, but I can't see anything (there is only a search toolbar) and I immediately
received the message: "The attempted operation could not be completed due to an application error. Contact the procurement application administrator".
