How to enable Administer action under existing absences.

As HR Specialist, i want to enable the Administer action under existing absences.

As an HR Specialist, I want to enable the Administer action under existing absences.

When absence is submitted, I'm only getting an option to withdraw (in actions). Administer option is not available for me.

How can I enable the administer option available in actions.
