OICS and OCI Events Service to Get Notified

Hello everyone,

I created a topic in the notifications service, I then created a subscription to get notified on and put my email address and registered it. 

Afterwards I went to events and created a rule that should feed the topic when an OICS instance is started or stopped among other conditions, however, even though I was able to create the rule succesfully and tested that I got the email using the "Publish Message" in the Notifications screen, I'm not getting any emails from the subscription and the rule when the OICS instances are stopped or started.
