Viewing Employees in Directory

Hi team, 

We're currently in the process of implementing Financials and Supply Chain. For approvals and other processes, we've loaded the required employee records to the instance via HDL. 

When an employee logs in, they are unable to search for other employees in the Directory (Navigator > Me > Directory). The employees have the out of box Employee role and no other role has been assigned. 

When we assign the Human Resource Specialist to such an employee, they are able to see and search for people both in the Directory and Person Management. Also, we've run all the processes such as Synchronize Person Records, Update Person Search Keywords etc. but that doesn't seem to help either.
