Q.:If the funds check is done against project budgets, is it also a good idea to do the funds check against the GL budgets in BCEA (Budgetary Control and Encumbrance Accounting) ?

What is general norm followed by companies: Funds Check against - project budgets only OR both the project and financial budgets. What is the added value to do funds check in GL, if the funds check is already done against project budgets.
