Absence accrual fast formula issue for part time employees

When we run Calculate Accrual and Balance process the accrual calculation is correct but after submission of leave it gets incorrect for Emp who moved from 1FTE toContent
We are facing a weird issue in absence accrual.
When we run Calculate Accrual and Balance process the accrual calculation is correct but when an employee who has moved from full time to part time(having less than 1 FTE in the current accrual period) the accrual calculation gets incorrect and sows accrual based on full FTE(1 FTE). But when we rerun the Calculate Accrual and Balances process, then system correctly recalculates the accrual based on different FTE's for that year for that employee. Can anyone suggest why after submission of leave the baances calculated is incorrect and how to fix it?
