We have requirement that certain HCM transaction needs to be approved by roles but these persons should not receive notification.

Out of the box way is that all users having that role will receive an email and bell icon notification and then any one can claim it (just an button )  to approve or reject. Once somebody has claimed it only he or she can approve/reject.

Another option is to use manage task configuration and remove the notification for approver etc. but then this doesn't appear in the bell icon notifications and only in worklist so user is not aware that something is pending on him/her.
