I am unable to see all actions under Change Assignment as Line Manager and HR Specialist

I am unable to see all actions under Change Assignment as Line Manager and HR SpecialistContent
I can view some actions when Line Manager perform task Change Assignment then under What's the way to change the assignment? I am unable to see all the actions which are created for this action type i.e Change Employment.
I can see few actions which are created not all, Wondering if you could let me know why I am unable to see all actions. I have confirmed it’s configured with correct Action Type i.e Change Employment.
Same when, I access Change Assignment task from My Client Group quick actions, not all actions are available.
