Checklist emails are not getting trigged to candidates

Summary

Hello friends,

We have an issue in Checklist

Candidates are not getting checklist emails. We can see the candidate person type is "Pending Worker" and also user account is getting created.

We have enabled the profile option "ORA_PER_CHECKLIST_NOTIFY_HOME_EMAIL" so the candidate should receive check list emails on home email address.

Please let me know anything else needs to be done so the candidates will receive checklist emails.
