Only allow community managers to create tutorials/video in an official catalog community, and not other learners.

The learning specialist wants to create an Official Catalog Community, and allow the specified Community Managers to add videos and tutorials. We do not want general Learners to publish video or tutorials, so I have removed these privlidges, but now community managers (who are employees) cannot add video/tutorials - does anyone know how I can get around this issue.
