What is the best way to offer alternative item(s) when an item has been retired?

Summary

We are going to retire a lot of items . Some will have a 1 to 1 alternative. Others will have several alternatives. Is there current functionality for this situation?

I need to address retired items in both Commerce and Configuration

In Commerce, if I have an existing quote or copied quote with a retired item, I need to prevent it from being saved and offer alternative or tell user to go to reconfig.

In Config, we want to guide user through replacing retired items when they are retired or due to be sun setted.

I have some ideas using data tables, but don't want to reinvent the wheel.
