Hi,

I'm attempting to load a completed learning record for a course that was completed outside of OLC, but the courses' content will continue to be housed in OLC. The learner should have a record on their transcript with the learning item number that refers to this course and status of completed.

But HDL is preventing me from loading a learning record that refers to an active learning item number as I recieve the following error:
