Cannot search people by Local Name

When searching for a person - from the Person Management page, Quick Action workflows, and the Global Search Bar - we are only able to see results when searching for the Global Name, for example the First Name and Last Name fields.
We have the Chinese language pack and many of our employees names' are entered in Chinese as Local Names.Yet no results appear when searching for an employee's local name.
Is it possible to customize person search in any of the above listed locations to allow users to search for employees based on Local Name?
