We have opted in on the Product Development features 'Add More Flexibility to Change Order Approval Management' and 'Secure Change Workflows with Additional Controls'.  With 'Secure Change Workflows with Additional Controls' the approval stage has configuration to allow adding approvers based on 'Creator', 'Analyst', 'Other Users' and 'Approver'.  With the flags set to 'Yes' for the Action 'Add Approver' we are not able to add approvers during the approval stage of the workflow.

Please let me know if any suggestions.
