Unable to Base line the Project Budget Through FBDI Template

While Uploading Project budgets with FBDI, system picking as Current working version

Hi All,

Kindly help if you have faced this issue 

when we are uploading with FBDI template to upload budgets bulk, system taking as Current working as default even though i 

* Plan Version Status

as Baseline 

 

There is no workflow and Approvals , i enable default financial plan type, budgetory check boxes are enable at Project level even GL level

Kindly suggest if you aware of this issue
