Absence emails are not triggering to most of employees and managers

Hello Experts,

Some managers have reported that absence emails are not triggering for approval and when they are approving from bell notifications ,then employees are not getting FYI emails. I have checked every setup of absences and notifications , but nothing suspicious have been found. I can replicate the same issue for the same set of users in lower environments , but for another set of users absence emails are triggering. So unsure on this what could be the issue.

Note that the last absence email has been triggered to manager in production on 15th July 2020, post to that on 18th July 20B has been applied. Absence UI is not in RUI at this moment due to some standard process at customer side.
