Display Message After Login (Data Sharing Agreement)

Summary

We need to display a message, preferably a pop up message, in order to display a Data Sharing Agreement for our users after they log in to the Fusion system.

We have explored using a banner or embedding custom text, but we are looking to see if there is any way to create a custom message (with the Data Sharing Agreement) text that will display when a user logs in. I have had no luck with finding a solution. Thanks!
