Calculate ATP - Attribute Values

There are 3 values, Yes/No/Blank. When we select either Yes or No, the Blank value disappears

Right now there are three values in the  Planning -> MPS MRP Planning ->Calculate ATP attribute.

Blank

No 

Yes

Is there a reason that the Blank value disappears when we select either Yes or No?
