User Control Actions, not showing a new Learning Plan & certificate

Issue with not being able to see a Learning plan and Learning plan certificate from User Control Actions

Have a Master Learning plan with two sub learning plans.  One of the 2 sub learning plans must be completed to satisfy Master LP .  Certificate is tied to the master learning plan.

Users complete a sub learning plan and all requirements of Master learning plan.  Logged in as the user, they can see their Master LP certificate however..  as an admin, using Manage User,  Actions, View/ Print Completion Certificates,  the Master Learning plan is not shown and no certificate is available .  The sub learning plans show up .. just not the master.
