Learning Initiative Exception Reporting

Is anyone successfully reporting on assignments that a Learning Initiative does not create?Content
We know there are several reasons why a Learning Initiative would not create an assignment for a Learner. A few examples would be if a learner has a record in deleted status or completed status or if they have a conflict with an assignment that was created manually or even via another learning initiative.
We are facing a challenge in tracking/identifying when exceptions occur. We are unable to see any reports or tables that may be capturing exceptions each time the Learning Initiative runs.
