Blank notifications should not get triggered if there is no change in the data for the auto-approve

Summary

If any transaction is set to auto approve then the system should not trigger any FYI notifications if there is no data change in the transaction.

Content

If the user submits a transaction without changing any data/existing value in RUI, the system is triggering FYI to the users in the workflow rules. This is happening for auto-approve transactions.

Either the Submit button should be disabled unless there is a change in the transaction or FYI notifications should not get triggered for blank transactions. The blank notifications are confusing to the end-users.
