PBCS: How can rules be hidden from users or groups of users?

In PBCS, when the "Rules" icon is selected, all the rules seem to appear for all users, even if they do not have Launch permission.

How does one hide Rules from users or groups of users so that when the "Rules" icon is selected, only those rules they have access to are shown?

Secondly, how does one change the order in which the Rules appear? It does not seem to be alphabetical?
