n Personal Branding, I am looking for the following functionality that does not seem to be out of the box. Can you please confirm if this is possible?

1 - Can I have an HR Admin send out an organizational survey in Personal Brand to anyone, not just the direct and indirect reports?
2 - Is it possible to have custom filters while selecting the organization survey?
3- Or is Personal Brand a line manager tool that is between employee and manager only?
