Default Access for Offering

We are loading courses and offerings via HDL. We are also assigning courses using HDL to learners. When we assign courses to Learners using HDL, they are not getting access to Offerings. When they log-in they get a message no offering available. We did some research and found that they were missing Access.
How can we default access to offerings even if we are assigning courses using HDL?
