Autoprovision Roles for All Users process

Summary

Autoprovision rules not being assigned when employees move from one team to another

Is the Autoprovision Roles for All Users process supposed to be scheduled? The documentation I read indicated that it's only to be run if a mapping has been created or changed. I'm seeing instances where a person that meets the condition (in this case is transferring from one department to another) and is not getting the new roles. The Autoprovision Roles for All Users job is not scheduled at our organization and I have other rules that are working and being provisioned just fine - they are issued at hire and removed at termination. But in this case the user is not getting the role as part of a promotion/transfer. I thought as long as they have one assignment that meets the condition they should receive the roles "automatically" without any security admin intervention and I can't figure out why this is not being assigned.
