Learner reconciliation issues with initiatives

Hi All,

Our client is facing issues with learner reconciliation in 20C NUX. 

We have a business requirement where employees will be transferred back and forth from departments and they have to complete trainings when they move back into the department. Currently system is not adding back into course once they fall out of initiative.

Below are the steps to reproduce the issue,

Step 1: Create initiative and select an analysis report with just 1 employee and submit the process
Step 2: Verify the learner is enrolled into the course
Step 3: Remove the learner from the analysis report and manually reconcile the initiative
