Work structures to be determined for a project based org

Hi, we're a project based company and implementing Global HCM Cloud.

Current situation before Oracle: There are 6 companies within our group. We define several project based organizations under each of these 6 companies and each of these project orgs are have legal registration no's. We call these project based organizations as "locations". Once a location is defined, we define specific departments and positions for this location. Then we assign multiple positions to each employee within this location.

To be: Now we try to decide the new HCM structure. We've defined each of these 6 companies as legal entities and marked as legal employers. What should be  2nd level Oracle organization type that will represent the locations in the current scenario? I think the seeded Oracle "Location" definition doesn't actually represent this level, because we cannot place it in an org tree. Do you think that we should define these Project organizations as a Department as well and put them just under the legal entities in the org tree?
