How does an effective dated change on location affect position and assignment?

I am updating a location name effective September 1, 2020 and need to understand the impact to position and assignment. After making the location name change, accessing the affected position shows the name change on the current row of March 9, 2020. If view history is selected, looking at each row specifically the location is the old description. I would have expected to insert an effective date of September 1, 2020 on the position to update the location name. The behaviour is the same on the Assignment. Accessing the assignment, current row of 5/11/20 reflects the name change but when
