The Project Status Workflow needs access Budget attributes in order to route the project approval to the appropriate approval levels based on the budget amount.  This is most common when initially opening a project for charging, the requirement is that the project has been reviewed and approved by the appropriate individuals in the approval hierarchy.  The appropriate level of the approval hierarchy is determined based on the Budget amount.  For example, a project budgeted for <$1M can be approved by a Manager job level, <$5M by a Director, <$10M by a VP, and anything over $10M by the President only.
