Signing in under SSO changes user access

If we sign in using SSO our access is changed


We allow SSO and directly to fusion since a population of employees dont have email accounts.  If we sign in directly our access looks correct.  When we sign in using SSO our quick actions look different and our custom tiles arnt there.  Has anyone experienced this and how do we fix this?
