Is there a way to update the icon colors under Personal Information etc?

Summary

I have already updated the icon and text color under Appearance to appear basis the desired color but when clicking on an icon in the landing page, the springboard icons still show a different color

For example, the Personal Information icon is in black. But the icons inside it are still white. The expectation is all icons should be in black.
