Payroll Deduction Enrollment

Oracle has recommended that we create Individual Compensation Plans (ICP) for allowing self-service enrollment into various payroll deductions. However, using an ICP requires creation of assignment-level elements rather than creating elements at the payroll relationship level. This will be a maintenance nightmare since an employee could have multiple assignments, and expects their payroll deduction to remain active even after termination of the assignment that was initially tied to the deduction.

Is there another approach that would require less maintenance? We are considering using visual builder to construct a custom application, but would like to first ensure there is not a way to leverage delivered functionality.
