How to Provide a User Item Template Access in PIM to a Specific Users

We have a scenario where Material Items will be created by one user and Service Items will be created by another user. 

We are not able to restrict the both users by seeing the User Item Type. We are thinking of to create a New Item Class and then Assign the User in Security and create a New Templates. Please let us know the best practices.
