How to Create an initiative with a dummy destination object

Need a dummy initiative with a linked analysis(in OTBI) so that we can use this initiative in migrating midstream assignments from legacy

We are trying to convert midstream assignment and in order to do that we would need to first have an initiative that can be used in Assignment Number field in LearningRecord.dat file. However when we create dummy initiative with an analysis as destination that doesn't have any learners, when we try to attach the analysis it does not allow me to use the same in initiative. Any ideas on how to resolve this.
