Action framework- Is there any option available to select All roles and exclude one or two roles for

We have to make few actions available for only HR’s and have more than 50 HR rules so very difficult to search each and every role in search as this is client LOV search.

Ex- XYZ Action should be visible for HR but not for Line Manager . In this case we have to select all HR roles and exclude LM role only. How to achieve this?

We can create dummy role and attach this role to all HR's and chose this role only to particular action , but this approach is not suitable to us as per business process.
