How to generate count schedules for cycle count if Automatically schedule checkbox is unchecked

The user does not want to schedule the cycle counts automatically based on a frequency. The cycle count is created with the Automatically Schedule checkbox unchecked. After saving the count, the Generate count schedule ESS job did not create any count schedule. 

Is there a way to create manual count schedule? Is it done through 'Manage Manual Count Schedules' action for cycle counts?

In addition, under 'Define Parameters', Manual count allowed check box is unchecked still I am able to see the action 'Manage Manual Count Schedules'.
