Submit now button on the time card - after 20C

Hi Team

We are seeing some inconsistencies in the way the Submit button is displayed in the time card. 

For some employees, this is what we see on the header of the time card

Next | Save | Save and Close | Cancel

 

For some other employees, we see different buttons on the headers

Next |Save | Actions ( Submit Now /Save and Close) | Cancel

 

Can anyone please let me know why we are seeing 2 different sets of buttons on the time card? 

Both employees are attached to the same time entry profiles, but are attached to 2 different time processing profiles. 

I cannot find any documentation on the new button 'Submit Now' and how that's different as compared to the Submit button.
