Activity self completion by learner not possible for activity with content

Is it normal that the checkbox "Allow person completing the activity to mark themselves complete" is not available for activity with content?Content
Hello,
The checkbox "Allow person completing the activity to mark themselves complete" disappears when we assign an offering content (video, web link, SCORM...) to the activity.
Do you know if this is the expected behaviour and if there is any way to allow learners to mark themselves the activity as complete event if there is a content ?
