Restrict absence date to be within eligibility of plan

Can an absence date be invalid if the date falls outside of eligibility

Content

We want to create an absence plan that will allocate a number of hours to a new hired employee.  Those hours must be used between hire date and 90th day of employ.  We do not want an employee if on day 30 of employ to schedule an absence on their 120th day of employ.

Can this be accomplished? If so, how?
