Budgetary control behavior

I've created my budget for two segments only which are cost center and project.

Now, I am facing a lot of issues;

1. Budget is working for sales invoices and consuming from budget

2. Budget is increasing by liability accounts.

 

At the end, my budget balances are totally wrong.
