Mass allocation of Checklists

The client requirement is to allocate the same checklist to all employees every year to allow the employees to make any changes to the questionnaire responses.

I do not currently see a way to allocate the checklist to all employees and it's going to be a huge process for the HR Specialist to allocate the checklist individually to all employees. Is there any way to do that?
