How to load employees (around 500) to be used for Projects when there is no HCM?

How are we supposed to load 500 employees to be used for Labor Costs (imported from external systems)
when we don't have HCM implemented? The employees have to exist in Oracle HCM before the Labor Costs can be imported to PPM.

Of the total employee population, about 40 are to be used as Team Members (Project Manager etc) in Projects.

Would appreciate if anyone can provide any insight on how to handle this
