Allow negative Balance align to employees entitlement

Hi,

We would like to prevent users from spending more than their annual entitlement but at the same time allow them to spend beyond their current accrual.

We have the following entitlement brackets according to the seniority of the employee:

0-2.99 years: 10 days
3-10.99 years: 15 days
11-18.99 years: 20 days

An employee with 4 years is entitled to 15 days of vacation per year and accrues 1.25 days per month.

We allow the employee to spend those 15 days anytime regardless of the amount they've accrued.

For example, the employee with 4 years of seniority could spend those 15 days of vacations the first month even if they have accrued 0 days yet.
