How to automate vacation payout hours at the year end


Hi ,

How to automate  vacation hours payout ( example : <= 50 hours  for an employee )  , if an employee has unused vacation absence hours balance <= 50 at the year end ?
We don't have any carry over setup at the year end for this absence plan and also no rollover ( at Accruals > Year End Processing ) . 
Currently Disburse remaining balance check box unchecked  ( at Post Rollover and Carryover).

Plan term as calendar year ( jan 1st - 31 Dec) .   Pay  element has been configured to this  absence plan. This vacation hours payout would be one time for this year end only , might not be continued for next years.
