Reporting Folder Structure

Good afternoon all
We have an ongoing problem with people within our wider business accidentally dragging and dropping our report folders into other folders.
This is affecting scheduled reporting; notifications etc.
Whilst i have seen where i can hide the default folders, does anyone know if there is a way I can lock the folder structure within Custom so that only certain people can move them around?
