Contract Billing Cycle for Generating Invoices

Summary

The contract billing cycle is set to monthly, however when I click generate invoice the invoice gets generated.

I need help with understanding how billing cycles work. I want to have invoices generate end of the month, but when I go through the generate invoice process they get generated right away. 

I have attached images.
