Employee Unable to Pull Offering Primary Instructor - Oracle Learning Cloud

Employee can pull their complete transcript in OTBI, but Offering Primary Instructor is Blank

We have a requirement for an employee to pull their Learning Transcript in OTBI for Oracle Learning Cloud. We've found that employee's cannot pull the primary instructor name, but as an admin it pulls fine in the report. They are able to see the primary instructor name in the UI, but the field is blank in the OTBI report and then also in our BIP Certifications. I've attached our security roles as well as screenshots.
