Publish reference document within Oracle Fusion

Is there a way to publish reference document or link to a reference document within Oracle Fusion

Our Finance department is currently engaged in a project to provide more guidance to both business and finance users on the use of accounts when coding controllable expenses, both invoices and expenses.  We would like to make that document available within the system so that it is readily available when they are performing those activities.  Is there a way to add our own document to be accessed within the Oracle Fusion system?  Or even a link to the document within the system?  So that they can easily access it when it is needed....
