Bad Oracle Access Manager Request: URL contains illegal characters error

We are receiving the below error when passing parameters through a deep link to a BIP report. I've also included a successful URL and the one that we are receiving the error for.

Our use case is for OLC certificates. We are passing Parameters (Person Number, Date, and Learning Item) to a BIP template so the employee can print out certificates for the course. This is working correctly for all courses besides one where we are receiving the below error. Does anyone know what part of the URL is causing the error? We are able to run the report for this course ad hoc, but the deep link is not working.
