Custom role to Edit and Create dashboards

We are looking for a custom role to assign to a user so that they can Edit/Create Dashboards

Content

We are looking for a specific role to be given to a user where they will be able to create, edit and modify only the Dashboards. 
As per Oracle recommendation https://docs.oracle.com/cd/E28280_01/bi.1111/e10543/mgrgrpsusers.htm#BIESC1586 (as per the attached section) 
we assigned BI Administrator role and HR ANALYST VIEW ALL. But now they have access to everything. They can access the BI catalog and edit or 
create any report which we dont want.
